INTER-AMERICAN BOARD OF AGRICULTURE

IICA is governed by the Inter-American Board of Agriculture (IABA), which is the supreme body of the Institute.  The IABA is made up of 34 Member States which hold a regular meeting every two years.  Each government designates to the meetings of the IABA a regular representative who is preferably involved in agricultural and rural development, as well as alternate representatives and advisors.  Generally speaking, it is the Ministers and Secretaries of Agriculture who represent their respective governments. Functions

(i)         Adopts measures related to the policy and action of the Institute, taking into account the proposals of the Member States;

(ii)        Approves the biennial program-budget of IICA and determines the annual quotas of Member States;

(iii)       Serves as a forum for an exchange of ideas, information and experience related to the improvement of agriculture and rural life;

(iv)       Decides on the admission of Member States;

(v)       Elects the Member States that will serve on the Executive Committee;

(vi)       Elects the Director General, sets his/her remuneration and takes steps to have him removed, if called for;

(vii)      Considers the reports of the Executive Committee and the Director General;

(viii)     Promotes cooperation between the Institute and other organizations; and

Adopts its own Rules of Procedure, the agenda for its meetings and the Rules of Procedure of the Executive Committee and the General Directorate

 

Responsibilities

(i)         Takes note of the report of the Director General on the status of the development of agriculture and the rural milieu in the Americas;

(ii)        Examines emerging topics of common interest with a view to establishing common ground on policies and agreeing to joint actions;

(iii)       Proposes actions and policies designed to promote sustainable agricultural and rural development in the hemisphere, within the framework of the Inter-American System and the Summits of the Americas Process;

(iv)       Facilitates implementation of and compliance with the guidelines established, and obligations and commitments assumed, by the Member States within the framework of the Summits of the Americas and the General Assembly of the OAS ;

(v)       Serves as the principal forum of the Inter-American System for the discussion of topics related to the sustainable development of agriculture and the rural milieu;

(vi)       Makes recommendations to the governments, the General Assembly of the OAS and other organs of the Inter-American System;

(vii)      Proposes specific measures and actions to facilitate implementation of OAS technical cooperation and the decisions of the Summits of the Americas related to agricultural development and the rural milieu;

(viii)     Promotes meetings aimed at facilitating consensus on and the commitment of Member States to the analysis and adoption of national policies, for subsequent adoption at the regional and hemispheric levels;

(ix)       Entrusts the Executive Committee and the Director General with the analysis of key issues to facilitate decision making and consensus building within the framework of the IABA, the General Assembly of the OAS and the Summits of the Americas;

(x)       Takes note of the report of the Director General on the status of the collection of quotas from the Member States and the general financial status of the Institute;

(xi)       Serves as Constituent Assembly of CATIE; and

Entrusts the Committee with such duties as it deems pertinent.
